This paragraph and the items above are inside a div.content which is inside a div.hst-freeform. The div.content element re-introduces some of the default browser style that people editing flat HTML files have become used to seeing. This convenience is provided for editors who don't want the same "blank slate" that developers require.
The b tag for bold text and the i tag for italics are styled, but not em and strong. XHTML and HTML5 support all four because the former pair are intended for writers & editors and the latter for developers. When a writer wants bold text she should use the bold tag. When a developer creates emphasis or strong emphasis, she may be required to redefine the look of that emphasis in a site redesign.
